Abstract	On May 30, 2011, President Ma Ying-joeu of the Republic of China (Taiwan) attended the opening ceremony of the 2011 International Law Association (ILA) Asia-Pacific Regional Conference held in Taipei, Taiwan. In his welcome address, President Ma advocated the concept of “mutual non-denial” as an effective approach to handle complex and sensitive cross-strait relations.
